I've not noticed any difference from normal CSS nade damage, which is albeit very minimal damage...a lot of servers even use plugins to increase the nade dmg a little (or a lot in some servers). That said, CSS has ridiculously minimal nade damage and I'd suggest it might not be a server issue so much as a CSS issue.
